Market Background

Full liberalization of the German electricity market in 1998 was followed by a wave of mergers. Nine vertically integrated electricity suppliers (Verbundunternehmen) merged into four companies.

E.ON, RWE, Vattenfall and EnBW now control around 80% of generation capacity, 70% of the high-voltage network and 50% of the medium/low-voltage network.

The share of small customers who have switched retailer since liberalisation is 5%, considerably less than in the UK, where more than 50% have switched. Switching has been more widespread among customers with high consumption, but is still short of levels observed in the Nordic countries and the UK. German electricity and gas prices are significantly higher than the European average. As such, it is critical that organisations take measures to control and reduce these costs.
