      <title>Increase in Generation Needed</title>
      <description>From The Times, 10 Novemeber 2008.&amp;nbsp; &lt;br/&gt;&lt;br/&gt;A large increase in electricity generation is needed if the government is to achieve it carbon reduction target according to Lord Turner and a new report published today. Lord Turner said that the construction of new coal-fired power stations should be banned in Britain unless their carbon dioxide emissions could be captured for safe storage. That recommendation is likely to represent a blow for E.ON, the German energy company, which wants to build a coal-fired plant at Kingsnorth, Kent.       <title>UK May Miss Renewables Target</title>
      <description>From The Times, 29 October 2008.&amp;nbsp; &lt;br/&gt;&lt;br/&gt;The UK's target for renewables may be missed if the National Grid doesn't make it easier for renewable generators to connect to the grid. An upgrade is currently underway but as sources of renewable power are usually further away from population or at sea they are far from existing infrastructure.       <title>Will the Beijing Olympics be Green or Grey?</title>
      <description>
&lt;p&gt;Today is 08/08/08 and is a lucky day, especially in China as the number eight is considered auspicious because its pronunciation in Cantonese sounds the same as the word for prosperity plus today marks the start of the Beijing Olympic games. &lt;/p&gt;
&lt;p&gt;Many were concerned that Beijing&amp;#8217;s smog would be an issue to both spectators and athletes. Some athletes have even dropped out due to the smog&amp;#8217;s perceived effect on their health.&lt;/p&gt;
&lt;p&gt;In 2000 Beijing set out twenty key projects to improve the environment in the city including water and air pollution, and the effects of new infrastructure. Many of the projects are now taking shape and some are even complete:&lt;/p&gt;
&lt;p&gt;- 100 of Beijing&amp;#8217;s worst polluting factories have been closed, with others moving out of the cities limits.&lt;br/&gt;This may not be as affective as hoped as &amp;#8220;the mountain ranges that surround the city block air circulation and prevent the dispersion of pollutants and natural cleansing of air&amp;#8221;1. &lt;/p&gt;
&lt;p&gt;- Eight new railway lines have been built plus the city has invested in new buses and taxis. However a UNEP report&amp;nbsp; found that prior to the new lines being built the &amp;#8220;public transport system is already undersubscribed&amp;#8221;. &lt;/p&gt;
&lt;p&gt;- Alternate-day-driving-rules have been put in place, whereby drivers of even number plated cars are allowed and drivers of odd number plated cars must leave theirs at home for the day and vice versa.&lt;/p&gt;
&lt;p&gt;But how sustainable are these changes, are we witnessing a change in attitude towards being green in China? Or are we seeing stopgap measures being put in place to cover the 2-3 weeks of the games? &lt;/p&gt;
&lt;p&gt;Ideas like the alternate-day-driving may be very affective but one feels must be very unpopular, plus with 1000 new vehicles a day being registered in Beijing&amp;nbsp; there will be a time when traffic becomes as heavy again despite the odd / even number plate rule. However maybe the new public transport infrastructure will continue to be used by commuters after the games, as alternate day users become everyday users. &lt;/p&gt;
&lt;p&gt;Other plans like closing &amp;#8220;100 factories in Beijing and 56 coal powered plants&amp;#8221;&amp;nbsp; must surely be a short term measure as it is impossible for China to continue to grow at it&amp;#8217;s double digit rate without means of production. &lt;/p&gt;
&lt;p&gt;UNEP claim &amp;#8220;most initiatives will benefit the citizens of Beijing long after the games have closed, provided the impetus bought about by the games is continued&amp;#8221;. Jacques Rogge the CEO of the Olympic Committee has gone further to say that &amp;#8220;these are not short term, one shot measures, they are going to have a lasting effect on the influence on the Climate of Beijing&amp;#8221;. &lt;br/&gt;&lt;br/&gt;After the games have finished and the last medal has been awarded it may be possible to look to the future as, if these Olympic changes stay in place there may be hope for more productive discussions at the United Nations Framework Convention on Climate Change in December, opening up the possibility of China signing the Kyoto agreement and it&amp;#8217;s future incarnations.&lt;br/&gt;&lt;br/&gt;Footnotes: &lt;br/&gt;1.       <title>Why are Gas Prices So Affected by Oil?</title>
      <description>
&lt;p&gt;Energy prices have been at the top of the news agenda in the last months and last week saw a new story relating to Centrica&amp;#8217;s view of forward pricing. This suggested that some customers could see increases of 67% over the next year. The press coverage is focussed on the domestic market, the view comes from a comprehensive report commissioned by Centrica from Eclipse Energy Group, a market forecast specialist.&lt;/p&gt;
&lt;p&gt;The Eclipse report makes it clear that both industrial and domestic users will face major price increases. Many people are asking why there should have been such dramatic price rises in gas and the easy answer is that a significant number of gas shipper contracts in mainland Europe are indexed to oil prices. What is less clear is why this linkage exists and whether it should continue. Indeed, in the UK market there is no physical linkage between gas and oil prices so, why should these changes be impacting on us so strongly.&lt;/p&gt;
&lt;p&gt;The history of the linkage goes back to the late 1950&amp;#8217;s. As Soviet gas production increased, West Germany began to import gas to be used primarily for domestic heating. With the creation of this new import/export trade there was no easy way to establish what the price of the gas should be. At the time, the primary source of domestic heating in Germany was fuel oil and so the decision was taken to index the price of gas to its nearest substitute. Gas needed to be discounted to oil, as the substitute needed to be cheaper to make it economically viable to switch. &lt;/p&gt;
&lt;p&gt;Fuel oil prices are of course linked to crude oil prices so this meant that since the late1950&amp;#8217;s European gas prices have been tied to the commodity price of crude oil. It is this historical decision that means that recently as the price of crude oil has spiralled upwards, gas prices are following. Over the same period, however, gas has all but displaced fuel oil as a heating source and is also a major input to electricity generation. &lt;/p&gt;
&lt;p&gt;The UK is feeling the impact of the linkage now because we are significant importers of gas. With major supplies coming via pipelines from Norway and the Netherlands, the price of gas in the UK is increasingly driven by European prices. This proportion is set to rise strongly over the coming years so the effect is likely to strengthen. &lt;br/&gt;Typically Norway flow gas on a commercial basis to the highest bidder and the UK has to compete with the rest of Europe on price. This therefore becomes the price setter for the market. &lt;/p&gt;
&lt;p&gt;Crude oil prices are being driven by a continuing weakness of the US dollar against a basket of currencies, geo-political tensions, market speculation as well as strong global demand amid a tight supply situation, the question therefore arises whether gas prices should continue to be indexed to oil. It is important to note that gas is currently trading higher than the oil index link. It may be that gas prices have been artificially inflated by this linkage. Some contracts have de-linked from the oil index and prices are now linked to the Zeebrugge or TTF hubs, which in itself is indirectly linked to oil!&lt;/p&gt;
&lt;p&gt;Whilst there will be movements in the price of oil, the medium term view is for the market to remain bullish. How then, can organisations respond to minimise the effect on energy costs?&lt;/p&gt;
&lt;p&gt;The answer seems to be the same as the approach being promoted for tackling carbon emissions. Firstly reducing demand through the elimination of wastage, seeking more energy efficient plant and machinery and finally reducing the dependence on fossil fuels by investment in renewable energy. However, investment in latter would need to be financially rewarding in order to be beneficial. Further distain was mooted when the worlds biggest polluter the USA agreed to &amp;#8216;seriously consider&amp;#8217; the proposal, but will this hold any water with Bush only having 10 weeks of presidency left. &lt;br/&gt;&lt;br/&gt;The second decision of the summit was the continued aid to be provided to Africa. After arduous negotiations the group agreed to renew their commitment to Africa, and outlined plans on how the money is to be spent. Some nations had questioned the decision during the global economic slow down when all were feeling the strain. &amp;#8216;The pressure to water down the proposals came from Nicolas Sarkozy, the French President, and Italian leader Silvio Berlusconi, who both face pressure to trim their domestic spending&amp;#8217;(The Times, 7 July 2008).       <title>Speculation sets Oil Price Soaring?</title>
      <description>
&lt;p&gt;With oil prices hitting a record high last week and the belief in the industry that they are set to go even higher still, it appears that the third great oil shock over the last thirty years could be the worst. Amidst demands to curb the soaring price rises, disagreement exists over the root cause of the hikes. &lt;/p&gt;
&lt;p&gt;Gordon Brown and ECB President Jean-Claude Trichet are blaming the price rise on the failure of OPEC to meet the rising demand of Asia and other developing nations. Gordon Brown&amp;#8217;s prediction that &amp;#8220;China will see car ownership grow from 37 million to 100 million in the next few years, a further 100 airports will be constructed and 1,000 cities built&amp;#8221;(Guardian, 23.06.08)&amp;#8221; paints a gloomy picture for the future. &lt;/p&gt;
&lt;p&gt;Even though Saudi Arabia has increased production by 200,000 barrels per day energy analysts are arguing that &amp;#8220;the rise in production was insufficient&amp;#8221; (Times, 24.06.08) and there would need to be at least 500,000 additional barrels to compensate for the disruption to the flow of Nigerian oil due to militant attacks. Despite the slight increase in the production there has been speculation as to whether there is any demand for Saudi Arabian dark crude.&amp;nbsp; Carl Mortished from the Times argues that Saudi Arabian oil is too &amp;#8220;viscous &amp; sulphurous for refiners trying to produce petrol, diesel and jet fuel &amp;#8220;; key products needed on the global market.&amp;nbsp; Mortished suggests, &amp;#8220;the world wants light crudes such as Nigeria&amp;#8217;s Bonny Light but these are in short supply&amp;#8221;(Times 23.06.08).&lt;/p&gt;
&lt;p&gt;In contrast OPEC are arguing that the price of oil is &amp;#8220;disconnected from fundamentals&amp;#8221; blaming the rise in price on speculators talking up the commodity markets. The Austrian Finance Minister Wilhelm Molterer, currently arguing for a tax on speculation, has suggested that about &amp;#8220;25 Billion Euros of speculative money had poured into commodities futures market since the start of this year&amp;#8221; (Financial Times 25.06.08) this has been supported by the CFTC who claim that &amp;#8220;70% of crude traded on the NY exchange is by speculative traders&amp;#8221;. The rise in speculative trading in the commodities markets can be attributed to the weak dollar and greater uncertainty in financial markets making the commodities market a more attractive investment. &lt;br/&gt;&amp;nbsp;&lt;br/&gt;Is it possible to therefore justify Molterer&amp;#8217;s arguments for a tax on such speculation to curb the spiralling price level? EU Commission economists have been tasked with monitoring commodity related markets, assessing the impact on price, however, it is unlikely that Molterer&amp;#8217;s tax will be approved and proposals are likely to involve a great degree of market transparency. &lt;/p&gt;
